the payment of the principal thereof from water rents de-
rived from the water system of said municipal corporation
and from the levy of taxes; and providing generally for
the time, terms and manner of said bond issue or issues
authorized in pursuance herewith.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That The Mayor and Aldermen of Frederick be
and it is hereby authorized to borrow, upon the faith and
credit of said municipal corporation, a sum of money not ex-
ceeding in the aggregate Two Hundred and Fifty Thousand
Dollars ($250, 000. 00), and to issue and sell serial coupon
bonds therefor of the par value of Two Hundred and Fifty
Thousand Dollars ($250, 000. 00), and to expend the proceeds
therefrom for all or any of the following purposes, to wit:
(1) making such permanent improvements, repairs, extensions
and additions to the municipal water system, as it may think
proper, and to that end to acquire all land and rights of way,
which it may consider necessary or desirable for that purpose;
(2) laying out, opening, extending and widening, in whole or
in part, any street, lane or alley, within the corporate limits of
the City, which in its opinion the public welfare or con-
venience may require, and to acquire all land and interests
therein, which it may consider necessary or desirable for that
purpose, and where a portion of a lot, whether improved or
unimproved, is necessary for that purpose and a portion there-
of not necessary, the City may, with the consent of the owner,
acquire the whole lot and dispose of such portion thereof as
may not be necessary for that purpose; (8) acquiring title to
land along the water sheds of Fishing Creek, Tuscarora Creek
and Ox Creek, in Frederick County, Maryland, from which
the City receives its water supply; (4) constructing sewers
in such portions of the corporate and police limits of the City
as it shall think necessary or desirable, and to acquire all
land, which it may deem necessary for that purpose, and
where a portion of a lot, whether improved or unimproved, is
necessary for that purpose and a portion thereof not neces-
sary, the City may, with the consent of the owner, acquire
the whole lot and dispose of such portion thereof as may not
be necessary for that purpose; (5) providing payment for such
expenditures, as in its opinion may be necessary to establish
Zoning Regulations in Frederick, as authorized by Chapter 705
of the Acts of the General Assembly of Maryland of 1927 and
an ordinance passed and approved by The Mayor and Alder-
