half per centum, payable semi-annually, and for which proper
interest coupons shall be attached to said bonds; said bonds
shall be signed by the Mayor of the City of Cumberland and
shall be duly attested by the City Clerk, with the corporate
seal of the City thereunto attached.

SEC. 2. And be it further enacted, That for the purpose of
paying the interest upon said bonds and retiring them at
maturity, said Mayor and City Council of Cumberland shall
assess against the assessable property in the City of Cumber-
land in each year during the continuance of said bonds a sum
of money sufficient to pay the interest thereon, and a further
sum annually to be paid to the Trustees of the Sinking Fund
of the City of Cumberland sufficient for the purpose of finally
retiring said bonds when they mature. And it shall be the
duty of the Trustees of the Sinking Fund to invest such sum
so paid to them for said purpose, together with all interest
which may accrue, in proper securities, and they shall have
power to purchase bonds issued hereunder for said Sinking
Fund.

SEC. 3. And be it further enacted, That the Mayor and
City Council of Cumberland immediately after the passage of
this Act shall cause an advertisement to be inserted in two
newspapers printed and circulated in the City of Cumberland
once a week for not less than two consecutive weeks, asking
for bids upon said bonds and stating the time and place where
said bids will be opened; said bids shall be filed with the City
Clerk and at the time advertised shall be opened by him in
the presence of the Mayor and City Council in public meet-
ing, and thereafter it shall sell said bonds to the highest re-
sponsible bidder or bidders, but the Mayor and City Council
shall have, for good cause shown, the right to reject any and
all bids, and in the event of such rejection it shall re-advertise
for further bids in the manner herein specified from time to
time until all of said bonds are sold.

SEC. 4. And be it further enacted, That the proceeds of
the bonds hereby authorized and directed to be issued and sold,
or so much thereof as may be necessary, shall be used by the
Board of Governors of the Memorial Hospital of Cumberland
for the construction of a suitable nurses' home and other facili-
ties for the Memorial Hospital in Cumberland, Maryland, and
for the purchase of equipment and furnishings for said home
and hospital. Said nurses' home shall be erected on the land
acquired in the name of the Mayor and City Council of Cum-
