berland under the provisions of Chapter 411 of the Acts of
1927. Said Board of Governors shall select plans and/or
specifications for said home, facilities, equipment and furnish-
ings, and shall enter into contracts in accordance therewith for
constructing said home and acquiring said facilities, equip-
ment and furnishings. After the sale of said bonds for said
purposes, the Mayor and City Council of Cumberland shall at
once deposit the proceeds derived from the sale of said bonds
to the credit of said Board of Governors of the Memorial
Hospital of Cumberland in such financial institution or insti-
tutions as said Board of Governors of the Memorial Hospital
of Cumberland may direct, and thereupon said Board of Gov-
ernors of the Memorial Hospital of Cumberland shall expend
the same for the purposes aforesaid.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health or safety, and being
passed upon a yea and nay vote supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 58.

AN ACT to authorize and empower the Mayor and Common
Council of Hampstead to borrow an amount not exceeding
ten thousand dollars by the issue and sale of serial coupon
bonds, the proceeds therefrom to be used for the purpose of
building and constructing macadam, concrete or other hard
roads and streets in the town of Hampstead, within the cor-
porate limits of said town in Carroll County, Maryland, and
to provide for the payment of interest on said bonds, and the
redemption of said bonds when due and payable.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That the Mayor and Common Council of Hamp-
stead be and they are hereby authorized and empowered to
borrow a sum not exceeding ten thousand dollars by the issue
and sale of serial coupon bonds, bearing interest at such rate
