same to the Governor of the State not later than thirty days
before the convening of the Legislature of 1931, and the Gov-
ernor shall transmit the same to the Legislature.

SEC. 5. And be it further enacted, That the Commission
may appoint a Secretary and incur such obligations as it deems
necessary within the appropriation made by the Budget; and
it shall have authority to summon witnesses, to administer
oaths and to require the production of such books, records or
other documents as may be pertinent; and all public officers and
the officers of all State-aided institutions possessing relevant
information shall supply the same to the Commission and aid
the Commission in its work.

CHAPTER 57.

AN ACT to authorize and direct the Mayor and City Council
of Cumberland, Maryland, to issue bonds of said corporation
in the sum of One Hundred and Twenty-five Thousand Dol-
lars ($125, 000. 00), and to sell the same, and to provide for
the laying of assessments for paying the interest and prin-
cipal thereof; to authorize and direct the expenditure of the
proceeds thereof by the Board of Governors of the Memorial
Hospital of Cumberland for the purpose of defraying the
cost and expenses of the construction and erection of a suit-
able nurses' home, and of additional facilities for the Memo-
rial Hospital in Cumberland, Maryland, and for the pur-
chase of equipment and furnishings for said home and hos-
pital; and declaring this Act an emergency law.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That the Mayor and City Council of Cumberland,
Maryland, be, and it is hereby authorized and directed forth-
with to issue the bonds of said corporation to the amount of
One Hundred and Twenty-five Thousand Dollars ($125, -
000. 00), payable at the end of thirty years from the date of
issue, and forthwith to sell the same in whole or in parts, and
to apply the proceeds thereof as hereinafter provided; said
bonds shall be of the denomination of One Thousand Dollars
($1, 000. 00) each, and shall be exempt from City, County and
State taxes, and shall bear interest at the rate of four and one-
