and which said money for improvement and maintenance of
said Park shall be expended by and under the direction and
management of a municipal Park Board to be created under and
by authority of another section of this Act, and which said an-
nual appropriation for improvement and maintenance shall be
in addition to, and exclusive of, the cost of police protection,
light and water supply to be also furnished or provided in and
for said Park by The Mayor and Council of Easton.

SEC. 3. And be it further enacted by the General Assembly
of Maryland,
That from and after the acquisition of Community
Park by The Mayor and Council of Easton, there shall be a
municipal Park Board to be called "The Park Board of Easton,
Maryland, " consisting of the Mayor of Easton, the Superin-
tendent of Public Schools for Talbot County, provided he is a
resident and taxpayer of said town, unless he declines to serve
or should be found inelegible for membership on said Park
Board, and three other adult persons who are residents of the
town of Easton, being also taxpayers therein, which three last
mentioned members shall be appointed by the Mayor, subject
to approval of the Council of Easton, for the terms of two years,
four years and six years or until their successors are duly ap-
pointed and qualified, respectively, and the respective terms of
each of said members shall be specified by the Mayor in and at
the time of said appointments, and at the expiration of said re-
spective terms, the Mayor, with the approval of the Council,
shall appoint a successor, of like qualifications as before recited,
to serve as member of said Park Board for a term of six years,
or until his successor is duly appointed and qualified, and in
the event of a vacancy, by reason of resignation, death, refusal
to serve or otherwise, in any of said three last mentioned mem-
berships, the Mayor, with the approval of the Council shall fill
the vacancy by appointing some person of like qualification, as
above specified, to serve for the remainder of said unexpired
term; and if at any time the person holding the office of Super-
intendent of Public Schools of Talbot County should fail or re-
fuse to accept the appointment by the Mayor and the said Coun-
cil, to membership on said Park Board, or if he shall be inelegi-
ble for membership on said Board, then and in that event, the
Mayor, with the approval of the Council, shall appoint another
person of like qualifications as hereinbefore recited, to be a
member of said Park Board to serve for a period of six years
from the date of said appointment or until his successor is duly
appointed and qualified, provided, however, that whenever there
is a vacancy on said Board, if the Superintendent of Public
Schools for Talbot County is not then a member of said Board,
he shall be so appointed by the Mayor and the said Council,
unless he declines to serve or is inelegible for membership on
