policy of the State of Maryland in the whole field of higher
education during such future period of years as the Commis-
sion deems proper to provide for, and to formulate a genera]
State plan or program for carrying out and financing such
policy during the period of years so determined; and to this
end the Commission shall investigate and study the present
and future needs of the University of Maryland in all its
branches and departments, and the extent to which such needs
should be met in whole or in part from State funds or from
University receipts, or both, and the extent to which funds
should be sought or received from outside sources. The Com-
mission shall also investigate and study the present and future
needs of all the colleges and institutions for higher education
which receive State aid, and shall recommend to the Governor
and the Legislature of 1931 what it considers should be the
relationship between each one of these and the State, as to
financial aid or support from the State and in every other
respect, during the future period of years determined upon
as aforesaid. And the Commission shall have general power
and authority to make all investigations and studies it deems
proper to enable it to recommend to the Governor and the
Legislature of 1931 a coordinated State program for higher
education, together with the part each educational institution
in the State should perform therein and the financial and other
obligations of the State to all such institutions.


SEC. 3. And be it further enacted, That as part of such
investigation and study, the said Commission shall give espe-
cial consideration to the relationship between the University
Hospital, on the one hand, and the University of Maryland and
the State, on the other, and shall report to the Governor and the
Legislature of 1931 what it considers the policy of the State
towards the University Hospital should be during such future
period of years as the Commission deems proper to provide for;
what it considers will be the needs and what should be the poli-
cies of the University Hospital, during the period of years so
determined, as to organization, administration, the care of pa-
tients, teaching, research, construction, location and in every
other respect; and the extent to which the Commission con-
siders such needs of the Hospital should be met by the State
and the extent to which they should be met from outside sources
or agencies other than the State.

SEC. 4. And be it further enacted, That the Commission
shall prepare its report in printed form and shall submit the
