1110 LAWS OF MARYLAND. [CH. 430

Act with respect to the manner, time and place of the special
election shall not affect the validity of bonds issued under the
authority of this Act or impair the right of any holder of such
bonds to collect the interest and principal when due; and no
purchaser of any of the bonds authorized by this Act, and no
holder thereof, for value and in good faith, shall be bound to
see to the application of the purchase money of said bonds.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immediate
preservation of the public health and safety, and being passed
upon a Yea and Nay vote, supported by three-fifths of all of
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its passage.

CHAPTER 430.

AN ACT to repeal and re-enact with amendments Section 57
of Article 65 of the Annotated Code of Maryland (1924 Edi-
tion), title "Militia, " sub-title "Veterans' Relief Fund, " as
said section was amended by Chapter 64 of the Acts of 1927,
authorizing the Maryland Veterans Commission to make cer-
tain payments towards the educational expenses of war
orphans.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 57 of Article 65 of the Annotated Code of
Maryland (1924 Edition), title "Militia, " sub-title "Veterans'
Relief Fund, '' as said section was amended by Chapter 64 of the
Acts of 1927, be and it is hereby repealed and re-enacted with
amendments to read as follows:

57. A Veterans' Relief Fund to the amount provided in the
Budget is hereby created for the purpose of providing the neces-
sities of life for such Maryland veterans of the World War or of
any other war, or the widows and infant children of such veterans
as are sick, disabled or indigent, and who are without means to
pay for said necessities or for proper care, and for the purpose
of providing the necessary funeral expenses of such veterans,
and for the further purpose of providing reasonable compensa-
tion to members of the Maryland National Guard who are in-
jured in line of duty, and in case any such members are killed
in line of duty, then to the widows and infant children of such
