of Election of Kent County shall give notice, at least fifteen days
before the day of said election, by advertisement in at least two
newspapers published in Kent County, of the submission of said
question, provided that, if for any reason said notice shall not be
given, or not given in the manner prescribed, such failure shall
not invalidate this Act or prevent its taking effect, or in any
manner impair the validity of any bonds issued under the au-
thority of this Act. The laws in force for the conduct of elec-
tions in Kent County, and the provisions of the Corrupt Prac-
tices Act shall apply in all particulars, wherever applicable, to
the election held under this Act, except as otherwise provided
herein, and all the registered voters of said County who are
qualified to vote at the regular elections held under the election
laws of this State shall be entitled to vote at said special elec-
tion. The Supervisors of Election of Kent County shall proceed
to make arrangements for the special election provided for in
this Act in the same manner as other elections, and shall exer-
cise the same powers and perform the same duties with respect
to the designation of polling places and the appointment of
judges and clerks as is done in connection with other elections.
The judges and clerks of said election shall count the vote on-
said question of the issue of said bonds, and make a return
thereof to the Supervisors of Election of said Kent County in
like manner as the vote for candidates at said regular election
is required to be counted and returned under the General Elec-
tion Laws of Maryland, and the Supervisors of Election of
Kent County shall canvass the return of said vote on said
question, and certify the result thereof in the same manner as
the vote for candidates at regular elections is required to be
canvassed and certified, and the said Supervisors of Election
shall also certify the number of votes cast "For Public Slag or
Stone Road Bonds" and "Against Public Slag or Stone Road
Bonds, " respectively, both to the Clerk of the Circuit Court for
Kent County and to the Clerk of the County Commissioners of
Kent County. If the majority of the votes cast at said elec-
tion shall be "For Public Slag or Stone Road Bonds, " then the
County Commissioners of Kent County shall be authorized and
empowered to issue bonds as provided in this Act, but if the
majority of votes shall be cast "Against Public Slag or Stone
Road Bonds, " then this Act shall be of no effect and no bonds
shall be issued thereunder.

SEC. 7. And be it further enacted, That in the event that it
shall appear to the County Commissioners of Kent County that
a majority of the votes cast at the special election provided for
in this Act are "For Public Slag or Stone Road Bonds, " and
any bonds are actually issued under the provisions of this Act,
then any failure to comply with, any of the provisions of this
