"Farmers' Institutes, " said sections relating to appropria-
tions to the Library Commission and for farmers7 institutes.
WHEREAS, since the adoption of the Budget Amendment, sec-
tions of the Code providing for specific appropriations to the
several departments are useless and superfluous; therefore
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 172 and 218 of Article 77 of the
Annotated Code of Maryland (1924 Edition), title "Public
Education, " sub-titles "Chapter 15. Public Libraries" and
"Farmers' Institutes, " be and they are hereby repealed.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1929.

CHAPTER 414.
AN ACT to repeal and re-enact, with amendments, Chapter
703 of the Acts of the General Assembly of Maryland,
Session of 1927 entitled "An Act to authorize and direct the
County Commissioners of Montgomery County to make rules
and regulations for the construction of buildings within the
Maryland Washington Metropolitan District of said County,
as established by the General Assembly of Maryland of 1927,
and to provide for the appointment of a building inspector
and to prescribe penalties for failure to comply with the
provisions of said building regulations, " so as to authorize,
direct and empower the County Commissioners of Mont-
gomery County to make rules and regulations for the in-
stallation of electric wiring systems in all buildings erected
in the Maryland Washington Metropolitan District of said
County and to provide for the appointment and compensation
of an assistant to the County Building Inspector; and to
authorize said County Commissioners to exempt such towns
and special taxing areas from the provisions of this Act the
building regulations of which and the enforcement of such
building regulations are approved by said County Commis-
sioners.
