the area herein defined shall have been added to the said Dis-
trict the 3c administrative tax and the 7c park tax authorized
by Sections 5 and 9, respectively, of Chapter 448 of the Laws
of Maryland of 1927, being the Act creating the Maryland-
ISTational Capital Park and Planning Commission, shall be
levied within the additional territory on the following dates:
The 3c administrative tax shall be levied effective July 1,
1931, and the 7c park tax shall be levied effective July 1,
1937, within the said area.
SEC. 3. And be it further enacted, That if any clause,
sentence, part or parts of this Act, or of any section thereof
shall be held unconstitutional, such unconstitutionality shall
not affect the validity of the remaining parts of this Act or of
any section thereof. The Legislature hereby declares that it
would have passed the remaining parts of this Act or any
section thereof, if it had known such clause, sentence, part or
parts of any section thereof should be declared unconstitu-
tional.
SEC. 4. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the health, morals, safety and wel-
fare and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 380.
AN ACT to repeal and re-enact with amendments Section
328A of Article 22 of the Code of Public Local Laws of
Maryland, title "Washington County, " sub-title "Orphans'
Court, " as said Act was amended by Chapter 549 of the
Acts of 1927.
