Worcester County shall canvass the return of said vote on said
question, and certify the result thereof in the same manner
as the vote for candidates at said regular election is required
to be canvassed and certified, and the said Supervisors of
Election shall also certify the numbers of votes cast "For
School Bonds" and "Against School Bonds, " respectively,
both to the Clerk of the Circuit Court for Worcester County
and to the Clerk of the County Commissioners of Worcester
County.

If the majority of votes cast on said question at said
regular election, being the second referendum vote on said
bond issue, shall be ". For School Bonds" then the County
Commissioners of Worcester County shall issue bonds as pro-
vided in this Act, but if the majority of votes on said question
at said regular election be cast "Against School Bonds, " then
this Act shall be of no effect and no bonds shall be issued
thereunder.

SEC. 14. And be it farther enacted as aforesaid, That no
purchaser of any of the bonds authorized by this Act and no
holder thereof, for value and in good, faith, shall be bound to
see to the application of the purchase money of said bonds
and the right of the holder of said bonds to receive payment
of principal and interest thereon shall not be affected by the
failure of either the aforesaid Commission or the County
Commissioners of Worcester County, or the Board of Edu-

cation of Worcester County, or their officers or agents to do
acts required of them by the terms of this Act, in connection
with the erection and equipment of new public school build-
ings and the purchase of land necessary therefor in said
County as provided for by this Act.

SEC. 15. And be it further enacted as aforesaid, That this
Act is hereby declared to be an Emergency Law and necessary
for the immediate preservation of the public safety and being
passed upon a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
