trict of said county; provided, that the sum so levied for said
purpose shall not exceed seven hundred dollars ($700). Said
sum shall be paid over by the County Commissioners to the
County Board of Education, to be used by said Board in the
repair of said building.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 448.
AN ACT to create the Maryland-Washington Metropolitan Dis-
trict within Montgomery and Prince George's Counties con-
tiguous to the District of Columbia; to incorporate the
same, and provide for the government thereof; to create
the Maryland-National Capital Park and Planning Com-
mission, prescribe the method of appointment and manner
of compensation of members thereof and define its powers
and duties and authorize it to exercise or perform them out-
side of the said District and outside the State of Maryland,
and designate the said Commission as the representative of
the State of Maryland in dealing with Federal authorities;
to require the State Auditor to audit the receipts and dis-
bursements of the said Commission; to provide for the
planning of said District for highways, parks, and other
public places and public works and for the zoning thereof; to
provide for the acquisition of land for said purposes. and the
construction, maintenance and operation of parks, parkways,
and other public places and public works under certain
limitations; to provide for the issuance of bonds and con-
demnation of property or interests therein for such purposes;
to provide for the levying of taxes for the payment of the
administrative expenses of said District and the principal
and interest of said bonds; and to provide funds for the
