754 LAWS OF MARYLAND. [CH. 419

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 130, 132, 134, 134-A, 134-B, 134-C
and 148 of Article 8 of the Public Local Laws of Maryland,
title "Cecil County, " sub-title "Elkton, " be and the same
are hereby repealed; and that seven new sections be and
the same are hereby enacted in lieu thereof, to be known as
Sections 130, 132, 134, 134-A, 134-B, 134-0 and 148; and
that a new section be and the same is hereby added to said

Article, to be known as Section 145-A, to follow immediately
after Section 145 of said Article, all to read as follows:

130. Said Board shall consist of five (5) persons, a presi-
dent and four (4) commissioners, who shall be citizens of the
United States, at least twenty-five (25) years of age and bona
fide residents of said Town for at least two (2) years pre-
ceding the date of their election, and shall, each in his or her
own right, or in the right of his wife, or her husband, as the
case may be, own real estate in the Town assessed at not less
than $600; and all citizens of the United States above twenty-
one (21) years of age who shall have bona fide residences in
the Town for two (2) years next preceding the election at
which they shall offer to vote, and who shall have been duly
registered as hereinafter provided, shall be entitled to vote for
said President and commissioners.

132. On the fourth (4th) Monday in May, 1927, and
every two (2) years thereafter, the duly registered voters shall
elect by ballot a president who shall serve for two (2) years
from said date, and until his successor is duly elected and

qualified, and shall, on said fourth Monday in May, in the year
nineteen hundred and twenty-seven, elect two (2) commission-
ers who shall serve for two (2) years, and until said succes-
sors are duly elected and qualified, and on said fourth Monday
in May, and every year thereafter, there shall be elected two
(2) commissioners to serve for the term of two (2) years and
until their successors are elected and qualified, and no person
shall be entitled to have his or her name placed on the ballot
or be voted for as a candidate for president or commissioner
of said town who shall not have filed with the said president
and town commissioners, at least ten (10) days before the
date on which is to be held the election for said president and
commissioners, a certificate, under oath, setting forth for which
office he or she is a candidate and his or her qualifications
therefor under the provisions of this Act, or any amendments
