be sufficient to pay the interest on said bonds, and also to
redeem, all of said bonds which shall mature during that year;
and said tax shall be collected in like manner as other taxes
levied in said County are collected, and when collected, shall
be applied to the payment of the interest on said bonds and
to their redemption as and when they mature.
SEC. 4. And be it further enacted, That before the County
Commissioners shall exercise the power herein granted to sell
said bonds, the Mayor and City Council of Cumberland, Mary-
land, shall obtain proper authority and sell bonds to the extent
of at least Four Hundred Thousand Dollars ($400, 000. 00)
and shall apply the proceeds thereof to or toward the erection
of said Memorial Hospital in or near the City of Cumberland,
Maryland, and in the event that the said Mayor and City Coun-
cil shall for any reason fail to issue and sell bonds to the extent
of at least Four Hundred Thousand Dollars ($400, 000. 00)
for the erection of said Memorial Hospital, then the power and
duty of the County Commissioners of Allegany County as
herein defined to issue and sell bonds shall wholly cease and
determine and be void and of no effect.
SEC. 5. And be it further enacted. That this Act is an
emergency law, necessary for the health, safety and best inter-
ests of the citizens of Cumberland, and three-fifths of the mem-
bers of the General Assembly of Maryland concurring therein,
shall take effect from the date of its passage.

CHAPTER 419.
AN ACT to repeal Sections 130, 132, 134, 134-A, 134-B,
134-C and 148 of Article 8 of the Public Local Laws of
Maryland, title "Cecil County, " sub-title "Elkton, " and to
enact in lieu thereof seven new sections to be known as
Sections 130, 132, 134, 134-A, 134-B, 134-C and 148; and
to add a new section to said Article, to be known as Section
145-A and to follow immediately after Section 145 of said
Article, relating to the government of the Town of Elkton
and to the enlargement and the administration of its cor-
porate powers.
