thereto; and the president and commissioners shall give ample
public notice of any election to be held under this sub-title and
at least ten (10) days before the date of holding the same.

134. The president and commissioners so elected may
meet and adjourn from time to time as they may think proper
at which meetings the president (or in his absence, or in case
of a temporary vacancy in the office of president, such other
member of board as it may name) shall preside, and vote on
all questions presented; should there be a vacancy in the office
of president, not temporary, but through death, permanent dis-
ability, resignation or loss of residence, the commissioners shall
select a new president from among their membership who shall
possess all of the power and authority of his predecessor in
office and the said appointed president shall serve until the
next town election, at which time his or her successor shall be
chosen by the voters; should there be a vacancy in the office of
any commissioner either through death, permanent disability,
resignation, loss of residence or by being made president by the
commissioners, the remaining commissioners may elect a new

member or members to fill the vacancy or vacancies, but such
new member or members must have all the qualifications here-
tofore prescribed and such new member or new members shall
hold office only for the unexpired term or terms of the mem-
ber or members whose offices become vacant.

134-A. The president and commissioners shall, annually,
appoint by ballot a treasurer, who shall not be selected from
among their membership, whose duty it shall be to receive and
receipt for all funds belonging to the corporation, or to which
it shall in any wise be entitled, to collect and receive all taxes,
general or special, paving or other liens, levied upon the as-
sessed value of all of the property within said town or which
may be in the nature of Bills Receivable, and to receive all
fines and penalties which may be imposed to the use of the
president and commissioners, and to discharge all of the duties
pertaining to his office, as are now or may be imposed by law
or any ordinance of the town; provided, that before entering
upon the duties of the office, the said treasurer shall, annually,
give bond to the president and commissioners with sureties to
be approved by them; if the same be a surety bond then the
penalty therein shall be equal to the highest estimated amount
of funds belonging to the corporation which shall in any cal-
endar month be in the hands of the treasurer or double said
