charge, control, management and direction of said construction
and furnishing and of all the contracts, plans and specifications
therefor; and upon the awarding by said Commissioners of
said contracts for the preparation of said plans and specifica-
tions for the construction of said buildings and the furnishing
and fitting of the same and all other work to be done in con-
nection therewith, the said contracts shall be executed by said
County Commissioners and they shall pay a contractor or con-
tractors thereunder such sums as may become due under said
contracts respectively and the said Commissioners for all
services rendered under this Act shall receive no compensation
other than such as is provided by law and provided further
that neither said County Commissioners nor any individual
member thereof shall have any individual interest in any of
said contracts.
SEC. 7. And be it further enacted, That the Board of Coun-
ty Commissioners shall not award any contract for any build-
ing or construction wherein the estimated cost shall exceed the
sum of $500. 00 without first having advertised for bids and all
of said expenditures shall be awarded to the lowest responsible
bidder after due advertisement of the proposals and of the time
and place of the opening of said bids, provided however, that
the said Board shall have the right to reject any or all bids.
SEC. 8. And be it further enacted, That the provisions of
this Act shall be construed as additional and supplementary
to and not in substitution for or in conflict with any of the
provisions of the General Law of this State relating to public
buildings.
SEC. 9. And be it further enacted, That for the purpose
of paying the interest on said bonds and for redeeming the said
bonds as they mature, the said Board of County Commissioners
of Montgomery County shall, for the year 1927 and annually
thereafter, until all of said bonds issued under the authority of
this Act shall mature and be redeemed, levy a tax upon the
assessable property of Montgomery County sufficient to pay the
annual interest on said bonds outstanding and to redeem said
bonds as they mature and become due, said taxes to be collected
as other taxes levied in said County are collected.
SEC. 10. And be it further enacted, That this Act shall take
effect June 1, 1927.
