at or near the Town of Bethesda, and the other to be located on
or near the Brookeville Turnpike or Georgia Avenue extended,
at or near the Town of Silver Spring. Each of said buildings
shall contain suitable offices for a detail of the Montgomery
County Police Force assigned to the District in which said
building is located and suitable offices for the County Com-
missioners for the Fourth and Fifth Commissioner Districts
respectively; a hearing room for the joint use of the Board of
County Commissioners of Montgomery County; for the Wash-
ington Suburban Sanitary Commission and for the Maryland
National Capital Park and Planning Commission; and in addi-
tion each of said buildings shall contain not less than two cell
rooms for the temporary detention of prisoners. To acquire
such land either by purchase or condemnation as may be neces-
sary for the erection of said buildings; to drain the land on
which said buildings shall be erected and to provide suitable
outlets for the sewage therefrom in and across the public streets
and highways of the Towns in which said buildings shall be
erected.

SEC. 5. And be it further enacted, That said County Com-
missioners are hereby authorized, directed and empowered to
acquire, either by purchase or condemnation proceedings, such
land, together with the buildings thereon for the above pur-
poses or any of them as the Commissioners may deem necessary
and if the said Commissioners are unable to agree with the
owner or owners of such additional land or with any person or
persons for the right to cross the public streets or highways for
the purpose of putting in and constructing sewer and water
pipes, then said Commissioners be and they are hereby author-
ized and empowered to proceed to condemn the same for the use
of said County in the way and manner provided in the Laws
of the State of Maryland, provided however that the funds here-
in enumerated and for the specific purposes herein outlined,
shall be expended as herein set forth and shall not be diverted
for any other purposes.

SEC. 6. And be it further enacted, That the County Com-
missioners shall secure in such manner as they shall think
proper and approve plans and specifications, award contracts
for and superintend the construction and erection of the said
buildings and also to attend to the proper furnishing and fitting
of the same out of the funds hereby provided. The said County
Commissioners are hereby directed, authorized and empowered
to pay for the same out of the said funds and are to have full
