qualified voters of Montgomery County shall elect seven
County Commissioners, one of whom shall be a resident of
each of the seven Commissioner Districts hereinafter pro-
vided, who shall hold office for the term of four years from
the date of their election and until their successors shall be
elected and qualified and thereafter as their respective terms
expire, the County Commissioners shall be elected for a
term of four years. If of the seven persons at any election
for County Commissioners having the highest number of
votes, two or more shall be residents of the same Commis-
sioner District, the person in said District having the highest
number of votes shall be declared elected, and the persons
in the respective Commissioner District having the highest
number of votes shall constitute the Board of County Com-
missioners.
Section 127-A. That the County Commissioners of Mont-
gomery County shall each receive for his services, the sum of
$1, 200. 00 per annum, payable monthly in equal installments.
Section 127-B. That the Board of Supervisors of Elec-
tions of Montgomery County, prior to any primary election
at which candidates for the office of County Commissioner of
Montgomery County may be selected, shall require that every
candidate for County Commissioner of Montgomery County
shall, in addition to the other statements, be required by
law, embody in his certificate of nomination, the statement
that he is an actual resident of the election District of Mont-
gomery County of which he claims to be a registered voter
and in preparing the official ballots for use in such primary
elections where candidates for said office are to be selected,
said Board of Supervisors of Elections shall cause them to
be so printed and arranged as to contain under the denomi-
nation of County Commissioners, the names of the candidates
for said office of County Commissioner of Montgomery
County and that they shall, in addition to the names of said
candidates, cause to be printed immediately under the name
of each candidate, the Commissioner District in which such
candidate resides. The candidate for nomination for said
office of County Commissioner in any. party participating in
said Primary Election residing in Commissioner District
No. 1, who has received the highest number of votes cast
at such primary election for candidates residing in said Dis-
trict, shall be the nominee of said party from such Commis-
