ALBERT C. RITCHIE, GOVERNOR. 513;

supply, sewerage and storm water drainage systems for any
area in the Baltimore County Metropolitan District, shall
have been completed and the County Commissioners shall
have decided to proceed with the construction thereof, the
County Commissioners shall proceed to construct, or cause
to be constructed, said system, or parts thereof, by contract,
after public advertisement, and if, in their judgment, the
prices bid are unreasonable, they may reject all bids and do
any part or all of the work by day labor, or by their own
forces, as they may deem advisable, so that the said system
or systems may be constructed and operated, at a minimum
cost; provided, however, that at any time, the County Com-
missioners may, at their discretion, expend for construction
work, either by day labor or by their own forces, an amount
not exceeding Twenty-five Thousand Dollars ($25, 000), with-
out advertising or receiving bids.

SEC. 2. Be it further enacted, That, for the purpose of
paying part or all of the interest, and providing for part or
all of the sinking fund for the bonds issued and/or to be
issued by the County Commissioners, as provided for in
Chapter 539 of the Acts of the General Assembly of Mary-
land for 1924, the County Commissioners are hereby em-
powered to levy annually against all taxable property in the
Baltimore County Metropolitan District such an amount ap-
plicable to the payment of part or all of the interest and
retirement expenses as they may deem desirable or necessary.
The Treasurer of Baltimore County is hereby required to
collect the tax so levied in the same manner as the State and
County taxes are collected, and such tax shall bear the same
interest and be subject to the same penalties, in the event
of non-payment, as in the case of other County taxes.

CHAPTER 290.

AN ACT to repeal and re-enact with amendments Sections 173
and 174 of Article 3 of the Public Local Laws of Maryland
(Offutt's 1916 Edition), title "Baltimore County, " sub-title
"Crier and Bailiffs, " giving the County Commissioners of
said county authority to fix the salaries of the bailiffs of the

Circuit Court for said County.
