in making the annual levy shall provide for the pay of the
said officer monthly, payable in cash or by levy, equivalent to
cash. It shall be the duty of said Commissioners to arm and
equip said officer, and to make such rules and regulations for
his proper conduct and discipline.

SEC. 2. And be it enacted, That this Act shall take effect
June first, nineteen hundred and twenty-seven.

CHAPTER 31.

AN ACT to add a new section to Article 56 of the Annotated
Code of Maryland (1924 Edition) title "Licenses, " sub-title
"Motor Vehicles, " said new section to be known as Section
183-A and to follow immediately after Section 183 of said
Article, authorizing and directing the Commissioner of
Motor Vehicles to refuse to issue or transfer any marker,
certificate of registration or title for any motor vehicle
owned in Queen Anne's County, unless taxes in arrears
thereon have been paid.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 56 of the Annotated Code of Maryland (1924 Edi-
tion), title "Licenses, " sub-title "Motor Vehicles, " said new
section to be known as Section 183-A, to follow immediately
after Section 183 of said Article, and to read as follows:

183-A. The Commissioner of Motor Vehicles is hereby
authorized and directed to refuse to issue or transfer any plat©
or marker, certificate of registration or title for any motor
vehicle, unless he is satisfied that all taxes due and in arrears
thereon have been paid. This section shall only apply to ap-
plications made for motor vehicles owned in Queen Anne's
County, and provided this section shall apply only in the cases
of taxes becoming due and in arrears in the year 1927 and
thereafter.

SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1927.
