southwest corner of Cemetery, south forty-three and one-half
degrees east sixty-seven and three-tenths perches to west edge
of Frederick Street, south thirty-three and one-half degrees
east seventy and one-half perches to a point on the Pennsyl-
vania Railroad, south seventy-seven degrees east sixty-four and
four-tenths perches to the beginning; provided, however, that
for all sanitary and police regulations the authority and con-
trol of said corporation shall extend for one-fourth of a mile in
every direction beyond the aforesaid corporate limits.

155. The said commissioners shall cause to be made an
assessment from time to time of all assessable property, real
and personal, within the limits of said town, and shall levy
a tax upon all such property not to exceed in any one year
fifty cents on the one hundred dollars, as they may deem nec-
essary for the said corporate government expenses, and such
levy shall be in addition to any special levies now required to
be made by law; and the said commissioners may borrow, to
be used for corporate purposes, a sum not exceeding ten thou-
sand dollars, which debt shall be cancelled as rapidly as the
collection of taxes succeeding said borrowing will permit.

159. The burgess shall appoint annually a bailiff for said
town, which appointment shall be subject to the approval of
the commissioners and the said bailiff in the execution of the
duties of his office, within the corporate limits of said town,
shall have all the powers and authority of a constable; he shall
pay over to the clerk and treasurer all monies coming into his
hands for and on account of the said corporation, and shall
receive the same fees in the performance of his duties as bailiffs
or constables do in like cases and for like services, and such
compensation for any other duties required of him as shall be
provided by ordinance of said corporation.

And the Burgess and Commissioners shall appoint a tax
collector for said town, from among the qualified voters there-
of, who shall, before entering upon his duties as such tax
collector, give bond to said corporation, in such penalty as may
be prescribed by ordinance, with security, to be approved by
the Burgess and Commissioners, for the faithful discharge and
performance of his duties under this sub-title; he shall be the
collector of all taxes levied by said corporation, and shall col-
lect said taxes by distress or execution in the same manner as
the county taxes for Carroll County are now collected, and
shall for that purpose have all the powers and indemnities in
