of said bonds outstanding and the principal of the bonds
then maturing, in the event an insufficient amount is avail-
able for that purpose from the charges for water service.
SEC. 7. And be it further enacted,. That all acts or parts
of acts inconsistent with this Act and all provisions of the
City Charter of the Mayor, Counsellor and Aldermen of the
City of Annapolis inconsistent with this Act are hereby re-
pealed and set aside, only to the extent to which said act or
acts or provisions of the said City Charter aforesaid are
inconsistent herewith, but to all other intents and purposes
said act or acts or provisions of the City Charter consistent
with this Act are not repealed or set aside but shall have the
same force and effect hereafter as heretofore.
SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health or safety and being
passed by a yea and nay vote supported by three-fifths of all
of the members elected to each of the two houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

to reinstate Charles M. Miller as a member of the Balti-
more Police Department.

AN ACT authorizing and directing the Commissioner of
Motor Vehicles to refuse to issue any marker, certificate of
registration or title for any motor vehicle owned in Cecil
County, unless taxes in arrears thereon have been paid.
