so offered for sale are not bid for, or if an insufficient price
be bid for them, they may be subsequently disposed of under
the direction of the Mayor, Counsellor and Aldermen of the
City of Annapolis at a private sale by the best terms that
can be obtained for the same; provided, however, that said
bonds shall not be sold at private sale for less than par and
that all interest accrued between the date of said bonds and
the time of the delivery of and payment for the same shall
be adjusted with the purchaser thereof to the date of such
payment. All payments of the purchase price of said bonds
shall be made to the Treasurer of the City of Annapolis.

SEC. 5. And be it further enacted, That after receiving
the purchase price of said bonds and paying therefrom all
expenses of every character incident to the issue, preparation
and delivery thereof, the residue of said proceeds, saving
any accrued interest thereon, which shall be set apart by
said Treasurer to be applied to the payment of the next
maturing interest on said bonds, shall be applied and ex-
pended by the said Mayor, Counsellor and Aldermen of the
City of Annapolis for the construction of a filtration plant,
stand pipe, mains and fire plugs, and generally in such man-
ner for the enlargement and improvement of the water works
and the water system of the City of Annapolis as may seem
appropriate to the Mayor, Counsellor and Aldermen.

SEC. 6. And be it further enacted, That for the purpose
of paying the interest on said bonds and paying the bonds
themselves as they respectively mature and become payable,
the said Mayor, Counsellor and Aldermen of the City of
Annapolis shall annually until all of said bonds issued under
the provisions of this Act shall have matured and been paid,
levy a tax upon all the assessable property of said City of
Annapolis sufficient to pay the annual interest on all of said
bonds that may be issued and outstanding as said interest
becomes due and payable and also a tax in each year upon
all of said assessable property in said City of Annapolis
sufficient to pay said bonds as they respectively mature; pro-
vided, however, that in so far as it may be practicable so
to do, the receipts for water service in the City of Annapolis
shall be used for the purpose of paying the principal and
interest on said bonds, and provided further that all of the
assessable property in the City of Annapolis shall be levied
upon for any sum necessary fully to pay the interest on all
