SEC. 3. And be it further enacted by the General Assembly
Maryland, That notwithstanding anything to the contrary in
this Act, the Police Commissioner shall not be permitted to in-
crease the number of sergeants over the amount now prescribed
by law, one hundred and eighty-five (185), nor shall he increase
the number of patrolmen over the amount now prescribed by
law, thirteen hundred and fifty (1350), until he shall have
received written authority from both the Governor of the State
and the Mayor of Baltimore City. This written authority shall
contain the permission of both the Governor arid the Mayor
authorizing such increase and shall specify the number of men
or women to be added to each grade or rank, but not, however,
to exceed the limits set forth in this Act.

SEC. 4. And be it further enacted by the General Assembly
of Maryland, That nothing herein contained shall be construed
to legislate out of office any police officer, detective or officer of
police, or any other person or persons now on the Force or any
clerk or any appointee or any employee of the Police Commis-
sioner of Baltimore City.

CHAPTER 204.

AN ACT to repeal and re-enact, with amendments, Section
78-A of Article 22 of the Code of Public Local Laws of
Maryland, title "Washington County, " sub-title "Collectors
of Taxes, " so as to require the Tax Collector elected under
the provisions of Chapter 130 of the Acts of the General
Assembly of Maryland of 1914, to give bond to the State of
Maryland for the collection of State taxes.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 78-A of Article 22 of the Code of Public
Local Laws of. Maryland, Title "Washington County", sub-title
"Collectors of Taxes", be, and the same is hereby repealed and
re-enacted, with amendments, so as to read as follows:

78-A. The Tax Collector of Washington County shall
before he acts as such give bond to the State of Mary-
land in the penalty of one hundred and fifty thousand
dollars, either with some bonding or trust company do-
ing business in the State of Maryland, and authorized by the
laws of Maryland to act as surety on official bonds or with
