SEC. 4. And be it further enacted, That failure of property
owners to make the donations required for any one or more of
said improvements, shall not affect any other of said improve-
ments.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 194.
AN ACT to repeal Section 34 of Article 54 of the Code of
Public General Laws of Maryland, (Bagby), title "Land
Office, " sub-title "Commissioner of the Land Office: His
Powers and Duties, " and re-enact the same with amend-
ments.
SECTION 1: Be it enacted by the General assembly of Mary-
land, That Section 34 of Article 54 of the Code of Public Gen-
eral Laws of Maryland, (Bagby), title "Land Office, " sub-title
"Commissioner of the Land Office: His Power's and Duties, "
be and the same is hereby repealed and re-enacted so as to read
as follows:
34. Every person who has obtained a warrant to survey
vacant or escheat land shall within one year from the date of
such warrant pay for the vacant land included in the cer-
tificate of such survey not less than the assessed value
of similar land in the city or counties, and shall in addition
pay the value of any improvements there may be on such
vacant land, but there shall be deducted from the purchase
money aforesaid the sum which the party paid as caution upon
obtaining the warrant, and for land which has escheated two-
thirds of the real value of the same and the real value of the
improvements thereon; if any person shall fail to pay within
one year, as required by this and preceding sections, the land
may be taken up by any other persons under a proclamation
warrant or escheat warrant, as the case may be.
SEC. 2. And be it further enacted. That this Act shall take
effect from the first day of June 1927.
