ing, subject to a ground rent of $45. 00, made by James P.
O'Connell to Samuel A. Troxell, President of the Board of
Trustees of Grace Reformed Church of Baltimore City, and
for the use and benefit of said church, by deed dated the 21st
day of June, 1926, and recorded in Liber S. C. L. No. 4593,
folio 270, &c., one of the Land Records of Baltimore City,
State of Maryland.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 131.

AN ACT to add a new section to the Charter of the Maryland

Institute for the Promotion of the Mechanic Arts, as enacted
by Chapter 313 of the Acts of 1878, said section to be known
as Section 6-A and to follow immediately after Section 6 of
said Charter, authorizing said Institute to confer such de-
grees as its Board of Managers may determine and prescribe.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the Charter
of the Maryland Institute for the Promotion of the Mechanic
Arts, as enacted by Chapter 313 of the Acts of 1878, said new
section to be known as Section 6A, to follow immediately after
Section 6 of said Charter, and to read as follows:

6A. The said Institute is hereby authorized and empowered
to award and confer such degrees and upon such terms and
conditions as the Board of Managers, by and with the assent
of the State Board of Education, may determine and prescribe.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1927.
