appointed by the Mayor and Town Council, and each shall take
the oath prescribed for town officers. The place and hours for
holding any and all elections in said town shall be determined
by the Mayor and Town Council.

SEC. 5. That the Mayor and Town Council shall meet in
some convenient place in said town on or before the first Mon-
day in June, 1927, and shall meet thereafter not less than once
a month for the discharge of all public duties. The majority
shall form a quorum for the transaction of business but the
Mayor shall have no vote except in case of ties. The Mayor and
Council shall pass such rules and regulations consistent with the
provisions of this Act for their own government while in session.
The office of any Councilman absent from three consecutive
meetings without a valid excuse shall become vacant, and such
and all other vacancies shall be filled by the Mayor and Town
Council from the qualified voters of said town. The Mayor
shall preside at all meetings of the Council and shall from time
to time as he may deem necessary call special meetings, but in
case of his absence from any meeting, the Councilmen present
shall elect one of their members to preside, who shall, for the
time being, have all the authority of the Mayor.

SEC. 6. It shall be the duty of the Mayor and. the Town
Council, at least one month before each election, to appoint
the aforementioned judges and clerks for conducting and hold-
ing said election. The Judges and clerks provided shall con-
stitute a Board of Election Supervisors for said town and shall
determine the qualifications and the rights of each voter to
participate in the town election. The judges shall be provided
with a list: of the qualified voters of said town by the Town
Clerk, whose duty it shall be to keep a register of the town
voters. The judges shall also prepare ballots containing the
names of those persons who have complied with the provi-
sions herein specified making them eligible to become candi-
dates for the office for which they seek. The Mayor and Town
Council shall receive all returns of elections and determine all
questions arising thereunder, and for that purpose shall meet
within three days after election, but any voter who feels that
he has been aggrieved by any ruling as to his eligibility to
vote may file an appeal to the Circuit Court of Prince George's
County.

SEC. 7. That. any person desiring to run for the office of
Mayor, Treasurer or Town Councilman of said town shall be
