construction of roads within the said district in an amount
not to exceed two hundred and fifty thousand dollars ($250,-
000.00) par value and to provide for the levy and collection
of taxes for the payment of interest and retirement of such
bonds at maturity; to authorize the said Board to levy and
collect a tax of not exceeding 30 cents on each one hundred
dollars of assessable property in the said district and allocate
the moneys so received for certain purposes; to grade, con-
struct, reconstruct, pave or otherwise improve streets, side-
walks, alleys or highways and assess the cost or certain parts
thereof against abutting property found benefited according
to the classification of such property and to provide for
notice and hearings with respect to such improvements
and assessments and provide for the collection of such as-
sessments, and to empower the said Board to borrow money
for such work; to exempt certain property from taxes for
road construction; to authorize the said Board to classify
for the purposes of assessment and taxation all property with-
in the said district and to exempt from taxation for the pur-
poses of this Act certain classes of property and provide for
notice and hearing in connection therewith; to provide pen-
alties for the violation of this Act or ordinances promul-
gated in pursuance hereof; to provide for a conflict with
other existing laws or ordinances and to declare this Act an
emergency law and make it effective from the date of its
passage.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the area in Montgomery County within the
boundaries hereinafter in this Section designated, be and the
same is hereby constituted a special tax area or district for
the purpose of this Act to be known as the Montgomery Coun-
ty Suburban District, hereinafter referred to in this Act as
the District.
The said Montgomery County Suburban District shall in-
clude the following areas: (1) All of that portion of the
Washington Suburban Sanitary District located within Mont-
gomery County as described by Chapter 122 of the Laws of
Maryland of 1918; (2) the areas embraced within the limits
of Cabin John Park, Section 1, recorded in Plat Book 2, Plat
No. 178, and Cabin John Park, Section 2, recorded in Plat
Book 3, Plat No. 249, and Seven Locks Settlement, Section 4,
recorded in Plat Book 3, Plat No. 228, C. E. Benson's addi-
tion to Cabin John Park, recorded in Plat Book 3, Plat No.
