SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1927.

CHAPTER 692.
AN ACT to create a special tax area or district in Mont-
gomery County to be known as "The Montgomery County
Suburban pistrict"; to prescribe the boundaries thereof; to
provide for the government of said district by the County
Commissioners of Montgomery County; to designate the said
County Commissioners of Montgomery County as the legis-
lative body and district council for said district; to em-
power the said County Commissioners within the limits of
the said district to make regulations affecting buildings;
to construct and light roads, streets, sidewalks, gutters and
buildings for the purposes of this Act and to provide for
hearings with respect thereto; to permit under restrictions
construction and maintenance of telegraph, telephone lines
and electric light lines and gas mains and the laying of rail-
road and street car tracks and operation of cars thereon; to
contract for municipal purposes; to inspect, license for regu-
lation or revenue, regulate and limit as to location, places
of amusement or other public places, sanitariums, hospitals,
homes for the aged, orphan asylums, homes for children and
convalescent homes; to enact ordinances for the protection
of the health, safety, welfare or morals of the district and to
attach penalties for violation of such ordinances; to establish
and regulate markets; to provide by ordinance for condemn-
ing, opening or closing, widening, improving streets or al-
leys ; to regulate all offensive trades, manufacture or traffic,
and prohibit hog pens, stables, cow yards or slaughter houses,
and regulate the manner of disposal of offal and waste prod-
ucts except sewage, garbage, refuse and ashes; to enter
upon private property and designate restraint or injury to
such entry a misdemeanor; to fix the duties and compensa-
tion of the County Commissioners from the Fourth and Fifth
Commissioner Districts for Montgomery County and pro-
vide for the appointment and compensation of clerks and an
attorney and prescribe their duties; to authorize and em-
power the said Board to issue and sell county bonds for the
