of the record of every such bond under the hand of the clerk
and seal of the Court of which he is clerk, shall be good and
sufficient evidence in any court of this State to prove such bond.

SEC. 3. And be it further enacted, That this Act shall take
effect on the first day of June, 1927.

CHAPTER 647.

AN ACT to authorize and direct the Clerk of the Circuit Court
for Carroll County to apply the excess fees of his office, dur-
ing the period beginning on September 30th, 1926, and end-
ing on September 30th, 1933, to the refunding to the Board
of County Commissioners of Carroll County of the sum of
Nine Hundred and Ninety-nine Dollars, heretofore advanced
by said Board of County Commissioners of Carroll County,
for the purchase of certain equipment for the office of said
clerk, and then to the payment of the money to be expended
as provided in this Act for the preparation, making and in-
stallation of a general index system of the Land, Mortgage,
Judgment, Magistrate Judgment, and other records of Car-
roll County from the year 1915 to the year 1928, according
to the most improved system in vogue, under a contract to
be made for that purpose by the Clerk of the Circuit Court
for Carroll County, subject to the approval of the resident
judge of said Circuit Court for Carroll County; and to pro-
vide for the payment of a deficiency, if any, in the cost of
said indexing, if said excess fees should prove to be insuffi-
cient, by a levy of taxes to be made by said Board of County
Commissioners.

WHEREAS, For the preservation of the public records and
the important legal papers in the office of the Clerk of the Cir-
cuit Court for Carroll County, it became imperative that metal
filing cabinets should be installed in said office; and

WHEREAS, Upon the unanimous request of the Court and
Bar of Carroll County, the Board of County Commissioners
of Carroll County agreed to advance and did advance the sum
of Nine Hundred and Ninety-nine Dollars, which said amount
