nually on the assessable property of said town, a tax sufficient
to pay the annual interest on said bonds; and shall also levy
when necessary such sums as may be requisite to pay the prin-
cipal of said bonds as the same may mature and become due;
said levy to be designated on the records of the office of said
Board of Commissioners, and on the face of said bonds as
the "Electric Line Rebuilding Fund. "
SEC. 3. And be it further enacted, That the bonds authorized
by this Act shall be exempt from State, County and municipal
taxation.
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 627.
AN ACT to authorize and direct the Police Commissioner of
Baltimore City to pay a pension to the mother of Charles L.
Frank, deceased, a former member of the Police Depart-
ment of Baltimore City.
WHEREAS, Charles L. Frank, on June 20, 1924, was shot and
killed while on duty with the police force of Baltimore City; and
WHEREAS, said Charles L. Frank left no widow, but a mother,
Mrs. Annie W. Kennedy, aged 71; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Police Commissioner of Baltimore City be and he
is hereby authorized and directed to pay to Mrs. Annie W.
Kennedy, the mother of Charles. L. Frank, a former police of-
ficer, a pension out of the funds in the possession of the said
Commissioner, or subject to his control, and to be paid at such
times and in such amounts as would be paid to the widow of a
patrolman of the same grade.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1927
