balance of the proceeds of the sale of said bonds shall be appro-
priated and used, under the direction, supervision and manage-
ment of the Commission created by this Act, for the purpose of
construction, reconstruction, improving, maintaining, laying
down or opening of such public roads in Howard County as may
be designated by said Commission, and for the acquiring of such
rights-of-way for such construction, as may be necessary; and
the proceeds of the sale of said bonds may be used independently,
or in conjunction with any appropriation, appropriations or
moneys which may be received from any other source.

SEC. 7. And be it further enacted, That for the purpose of
paying the interest on said bonds, and for redeeming the said
bonds as they mature, the said County Commissioners of Howard
County shall, for the year 1924, and annually thereafter, until
all of said bonds issued under the authority of this Act shall
mature and be redeemed, levy a tax upon the assessable prop-
erty of said County, sufficient to pay the annual interest on said
bonds outstanding, and to redeem said bonds as they mature and
become due, said taxes to be collected as other taxes levied in said
County are collected, and which said taxes shall be kept sepa-
rately by the said County Commissioners for Howard County
and designated as the "Road Loan Fund of 1924. "

SEC. 8. And be it further enacted, That the Treasurer of
Howard County shall keep in a book to be provided for that
purpose, a full registry of the bonds sold, the serial numbers of
said bonds, the names of the purchasers, the amounts realized
therefrom, and all redemptions and maturities thereof.

SEC. 9. And be it further enacted, That the Commission ap-
pointed by this Act shall, immediately after this Act takes effect,
organize by electing one of their members Chairman, and effect
such other organization as in their judgment may seem best,

SEC. 10. And be it further enacted, That the Commission
created by Chapter 485, of the Acts of the General Assembly of
Maryland of 1922, be, and the same is hereby abolished, and
that all the rights, powers, duties, obligations and functions of
said Commission, shall, on the taking effect of this Act, be trans-
ferred to, and be thereafter exercised and performed by. the
Commission created by this Act, which last named Commission
shall be the lawful successor of said Commission created by said
Chapter 485, of the Acts of 1922, to the same extent and effect
as if the Commission named in this Act had been named in said
Chapter 485, of the Acts of 1922.
