six hundred thousand dollars, and also the annual sum of
fifty thousand dollars; and providing also a bond, issue for
said appropriation of six hundred thousand dollars", said
new section to be known as Section 4A and to follow im-
mediately after Section 4 of said Act, providing that va-
cancies in scholarships because of lack of eligible appli-
cants from any county or district may be filled from another
county or district, the quota of which is already filled.

CHAPTER 354.

AN ACT to repeal and re-enact, with amendments, Section 88B
of Article 23 of the Annotated Code of Maryland, title
"Corporations", sub-title " Taxation", providing for the
exemption from taxation of ordinary business corporations
on their shares of capital stock.

CHAPTER 355.

AN ACT to authorize, empower and direct the County Commis-
sioners of Howard County to borrow upon the faith and
credit of said County, to the amount of Two Hundred Thou-
sand Dollars ($200, 000), and to issue and sell coupon bonds
therefor, to be known as "Howard County Road Bonds of
1924, " the proceeds thereof to be used for the construction,
reconstruction, improving, maintaining and laying down of
public roads in Howard County, Maryland, to provide for
the payment of the interest on said bonds, and of the princi-
pal thereof, by the levying of taxes, and to create a Commis-
sion to supervise and manage the expenditure of the moneys
raised by the sale of said bonds, and to abolish the Commis-
sion created by Chapter 485, of the Acts of the General As-
sembly of Maryland of 1922, and impose on the Commission
created by this Act, all the powers and duties of said Com-
mission so abolished.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in order to provide funds necessary for the construc-
tion and permanent improvement of public roads in Howard
County, the County Commissioners of Howard County are here-
by authorized, empowered and directed, to borrow money on the
