and faithfully execute his office and shall account for to the
Comptroller and pay to the Treasurer of the State of Maryland
the several sums of money which he shall receive for the State, or
be answerable for by law, at such times as the law shall direct,
then the said obligation shall be void, otherwise to remain in
full force and virtue; provided that whenever the surety on the
bond of any such Collector of State Taxes is a corporation au-
thorized by the laws of the State to qualify as such, the amount
of the penalty of the said bond shall be an amount not exceed-
ing the amount of such State taxes to be collected by him. The
said bond of the Collector as Collector of County Taxes, when
approved by the County Commissioners, shall be recorded in the
office of the Clerk of the Circuit Court for Carroll County; and
the said bond of the Collector as Collector of State Taxes, when
approved by the Governor, shall be filed in the office of the
Comptroller of the Treasury.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of the public safety, and being passed upon a
yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 303.
AN ACT to add a new section to Article 17 of the Code of Public
Local Laws of Maryland, title "Prince George's County, "
sub-title "Justices of the Peace, " said new section to be
known as Section 344-A and to follow immediately after
Section 344 of said Article, giving a right of appeal from
judgments of justices of the peace in cases involving the vio-
lation of municipal ordinances.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 17
of the Code of Public Local Laws of Maryland, title "Prince
George's County, " sub-title "Justices of the Peace, " said new
section to be known as Section 344-A, to follow immediately after
Section 344 of said Article, and to read as follows:
344-A. In all cases brought before any justice of the peace
of Prince George's County, which involve a violation of any
municipal ordinance, if after the trial thereof either party, un-
