comico County are authorized and empowered to borrow, not
exceeding twenty-five thousand dollars ($25, 000. 00), when the
necessity or emergency may arise to require the expenditure of
such sum or sums of money not exceeding the sum of twenty-
five thousand dollars ($25, 000. 00), in each of said years, pro-
viding, however, that the money so expended shall be levied for
and repaid out of the county levy for each of said years 1925
and 1926 and repaid as provided for in Section 1, of this Act.
The payment of money so borrowed to be secured by the note
or notes of said County Commissioners, and to be signed by the
President of said County Commissioners and countersigned by
the Treasurer of Wicomico County, and bear interest from date
of same, said notes to be paid out of the respective levies to be
made in the years 1925 and 1926.
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon a
yea and nay vote supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 258.
AN ACT to add six new sections to Article 14 of the Code of
Public Local Laws of Maryland, title "Howard County, "
said new sections to be known as Sections 38A, 38B, 38C,
38D, 38E and 38F, to follow immediately after Section 38
of said Article and to be under a new sub-title, entitled
"Coal, " prescribing; certain regulations in regard to the sale
and weighing of coal in said county and making violations
thereof misdemeanors and providing penalties therefor.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That six new sections be and they are hereby added to
Article 14 of the Code of Public Local Laws of Maryland, title
"Howard County, " said new sections to be known as Sections
38A, 38B, 38C, ' 38D, 38E and 38F, to follow immediately
after Section 38 of said Article and to be \inder a new sub-title
entitled "Coal, " all to read as follows:
38A. Every person, firm or corporation dealing in or sell-
ing mineral coal or coke within Howard County, and every
person, firm or corporation owning, occupying, leasing or
