safety or maintenance of said bridge, rights of way or ap-
proaches.
21-C. That the property to be acquired as directed by the
two preceding sections of this Act shall be by gift and without
cost or expense to said State Department of Forestry or to the
State of Maryland, and said bridge, rights of way and ap-
proaches shall, from the time acquired by the State of Mary-
land for the use of said department, be maintained by said
department out of any surplus monies standing to the credit
of the Forest Reserve Fund, not otherwise appropriated.

CHAPTER 239.
AN ACT to repeal and re-enact, with amendments, Section 4
of Article 38 of the Annotated Code of Maryland, title.
"Fines and Forfeitures, " and to repeal Sections 107 and
108 of Article 24 of the Code of Public Local Laws of
Maryland (Staton's Edition), title, ''Worcester County, "
sub-title, "Fines, " thereby making the general law applicable
to Worcester County and increasing the amount which may
be paid.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 4 of Article 38 of the Annotated Code of
Maryland, title, "Fines and Forfeitures, " be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
4. One-half of the fines imposed and recognizance for-
feited to the Circuit Court for the several counties of the State,
shall be paid to the clerks of the respective courts, to be
expended under the direction of the judge or judges of said
courts for the augmentation of the libraries of said courts, and
one-half of the fines and recognizances received by the City
Register of Baltimore City from the justices of the peace in
Baltimore City and the Sheriff of Baltimore City, as ad-
judged by and accruing in the Criminal Courts of Baltimore
City, and collected and received by or through the said sheriff,
shall be paid by said City Register to the library company of
the Baltimore bar for its use and benefit. Said sum not to
exceed, however, in any year the sum of three thousand dollars
($3, 000). This section not to apply to Montgomery, Queen
Anne's, Caroline, Cecil, Anne Arundel and Talbot Counties.
