party cannot have a fair or impartial trial by the justice of the
peace before whom the suit, action, issue or petition is pend-
ing, the said justice of the peace shall order and direct the
record of proceedings in the said suit, action, issue or petition
to be transmitted for trial to another justice of the peace of the
same election district in which the cause is first instituted, if
there be another such justice of the peace, and if there be no
other such justice of the peace in said election district, then
the said record shall be sent to the justice of the peace of an
election district adjoining the election district in which the
cause is so first instituted.
SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1924.

CHAPTER 30.
AN ACT to authorize and empower the Mayor and Common
Council of Mt. Rainier, Maryland, a municipal corporation,
with the approval of the qualified voters thereof to construct
sidewalks in said town, to borrow from time to time, on the
credit of the town a sum or sums of money which shall not.
however, exceed the total sum of twenty thousand ($20, 000)
dollars at any one time and to issue certificates of indebted-
ness therefor, to provide for the liquidation of the same and
the interest thereon by an annual front foot assessment on
the real property in said town, where said sidewalks are con-
structed, and to make the principal and interest of said cer-
tificates of indebtedness the direct obligation of said town.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Common Council of Mt. Rainier,
Maryland, a municipal corporation be and they are hereby
authorized to construct sidewalks in the said town of Mt.
Rainier, Maryland, when, where and in the manner to be deter-
mined by the said Mayor and Common Council, and to estab-
lish sidewalk grades after a general plan for the benefit of
the whole town.
SEC. 2. And be it further enacted. That to effectuate the
construction of sidewalks mentioned in the preceding section,
the Mayor and Common Council of Mount Rainier, Maryland,
are hereby authorized and empowered to borrow from time to
