June, 1924, a tax on all the assessable property in the county
sufficient to produce the five thousand ($5, 000. 00) dollars, pro-
vided for in Section 1 of this Act, for the purpose of repairing
the "building in Hagerstown occupied by the Washington County
Free Library.
SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1924.

CHAPTER 28.
AN ACT to repeal and re-enact with amendments Section 6 of
Article 52 of the Annotated Code of Maryland, title, ''Jus-
tices of the Peace, " sub-title, "Civil Jurisdiction, " giving
Justices of the Peace of Garrett County, after June 1.
1924, jurisdiction over certain cases involving amounts not
exceeding two hundred dollars.

CHAPTER 29.
AN ACT to add a new section to Article 12 of the Code of Pub-
lic Local Laws of Maryland, title "Garrett County, " sub-
title "Justices of the Peace and Constables, " said new sec-
tion to be known as Section 139 and to follow immediately
after Section 138 of said Article, providing for removal of
causes from one justice of the peace of said county to an-
other upon certain conditions and under certain circum-
stances.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
12 of the Code of Public Local Laws of Maryland, title "Gar-
rett County, " sub-title "Justices of the Peace and Constables. "
said new section to be known as Section 139, to follow imme-
diately after Section 138 of said Article, and to read as fol-
lows:
139. Whenever any party to any cause pending before any
justice of the peace of this county or the counsel of such party
shall make a suggestion in writing supported by the affidavit of
such party or his counsel, or other proper evidence, that the
