County be and they are hereby authorized and directed within
sixty days from the date at which this Act is to become effective
to borrow on the faith and credit of said County the sum of
forty thousand dollars ($40, 000. 00) and as an evidence there-
of, to issue its bonds, either coupon or registered, in sums of
one hundred dollars ($100. 00) or any multiple thereof, to bear
interest at a rate not exceeding five per centum per annum,
payable semi-annually. Said bonds shall be signed by the
President of said Commissioners and attested by the Clerk,
with the seal of said Commissioners attached, and shall bear
a reference to this Act as being authority for the same. The
Clerk of the said Commissioners shall register said bonds in a
separate book kept for that purpose. The said bonds shall
mature serially as follows: The sum of one thousand dollars
($1, 000. 00) on the sixth, seventh, eighth, ninth and tenth
years from the date of issue and thereafter bonds in the sum of
two thousand dollars ($2, 000. 00) annually up to and inclu-
sive of the twentieth year from date of issue and bonds in the
sum of three thousand dollars ($3, 000. 00) each year for five
years thereafter, making all of said bonds mature within
twenty-five years from the date of issue. The bonds hereby
authorized shall be sold by the County Commissioners for cash,
to the highest bidder after due advertisement in at least one
newspaper published in Prince George's County and after two
issues in some newspaper published in Baltimore City.

SEC. 2. And be it further enacted. That the proceeds of
said bonds, after deducting therefrom the cost of selling the
same and further deducting one year's interest to be retained
by the said Commissioners to pay the interest as it becomes due
for the first two semi-annual periods, shall be turned over to
the State Roads Commission for the State of Maryland for the
purposes hereinafter set forth.

SEC. 3. And be it further enacted, That immediately upon
the receipt of said bonds the said State Roads Commission
shall cause proper surveys to be made of the road known as the
Edmonston Road beginning at the National Defense Highway
in the Town of Bladensburg and running to the intersection of
Jefferson Avenue in East Riverdale, and shall as soon as prac-
ticable after said survey is completed, advertise and let a con-
tract in the manner and under such terms and provisions as
contracts are usually let for the construction of State roads,
for; the construction of a cement road along the approximate
line of the said Edmonston Road. Said road is to begin at
