to the Treasurer of the said Board of Education of Caroline
County, and the funds so realized shall be applied to the pur-
poses set forth in this Act, and no other, provided, however
that no sale of the said property shall be consummated which
shall carry possession of the said property until the building
provided for in this Act shall be ready for occupancy, provided,
however, that the amount realized from the sale of the bonds as
provided for in this Act and the proceeds from the sale of the
school building, as provided for in this Section, shall be the sole
and only amount available to carry out the provisions of this
Act and the County Commissioners of Caroline County are
hereby prohibited from levying any amount additional to the
above amounts for the construction and equipment of the said
school building.

SEC. 11. And be it further enacted. That the title to the
building provided to be erected by this Act, shall when erected
and completed, be in the Board of Education of Car-
oline County, as provided1 by Article 77, Section 24 of the Anno-
tated Code of Maryland.

SEC. 12. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from date of its passage.

CHAPTER 107.

AN ACT to repeal and re-enact with amendments Chapter 152 of
the Acts of the General Assembly of Maryland of 1922, en-
titled "An Act to repeal and re-enact with amendments
Chapter 557 of the Acts of the General Assembly of Mary-
land of 1912, entitled "An Act to incorporate North Beach,
in Calvert County, Maryland, " and to repeal and re-enact
Section 3 of Chapter 276 of the Laws of Maryland of 1918;
said amendments, increasing the bonded indebtedness of the
town, increasing the tax rate, providing that Council may
meet at Washington, D. C., as well as at North Beach;
changing the election date and providing for biennial elec-
tions, and prescribing a longer period of ownership of real
estate as a pre-requisite for registration.
