1532 JOINT RESOLUTIONS.

sions of such laws there are instances in which the injured per-
sons remain in such physical or mental condition that they
ultimately become charges, directly or indirectly; and

WHEREAS, Attempts have been made in other States, with
apparent success to restore, completely or approximately, the
capacity for self-sustainment of many such persons through
vocational training or other forms of rehabilitation; and

WHEREAS, In modern industrialism there also are diseases
inherent in the nature of certain enterprises, the victims of
which are not now entitled to any stated legal compensation or
relief; therefore, be it

Resolved by the General Assembly of the State of Maryland,
That the Governor, be and he hereby is, authorized and di-
rected to appoint a Com mission, to be composed of not more
than seven citizens of the State of Maryland, who shall make
investigation into the conditions surrounding or affecting per-
sons disabled in industrial accidents, or through diseases, or
otherwise than through wounds or disease suffered while in the
service of the United States of America during the World
War, and shall report to the Governor in writing not later than
the first day of June, in the year one thousand nine hundred
and twenty-six, such recommendations as may be found desir-
able for State aid in the improvement of the physical or men-
tal condition of persons so disabled; and be it further

Resolved, That the Governor is hereby authorized and di-
rected to give the said Commission such assistance through the
several State Departments as may be useful, but that no appro-
priation shall be made for the use of the said Commission in
the State Budget; and be it further

Resolved, That the said Commission shall be known as the
Vocational Training and Rehabilitation Investigating; Com-
mission.

of Maryland of the War Department Plan and Appropria-
tion Budget Estimate pertaining to the National Defense.

WHEREAS, The War Department has submitted to Congress
a Plan and an Appropriation Budget Estimate pertaining to
