elusion that both bridges should be purchased because of the
need of both as free bridges to stimulate intercourse between
this State and the State of Virginia; and
WHEREAS, Said Commission recommends that said bridges
be purchased only on condition that one-half the cost thereof
be borne by the State of Virginia, and that Maryland's one-
half should not be expended prior to the year 1928; now,
therefore, be it
Resolved by the General Assembly of Maryland, That the State
Roads Commission be, and it is hereby authorized and empow-
ered, acting for and on behalf of the State of Maryland, to join
with the proper authorities acting for and on behalf of the State
of Virginia in a contract for the purchase of said bridges described
in the preamble of this Joint Resolution at not more than the
price therein named; provided said contract shall contain a
covenant that the purchase price of said bridges, as well as the
repair and annual maintenance thereof, shall be borne equally
by this State and the State of Virginia, and a further cov-
enant that said bridges when acquired shall forever thereafter
be free of tolls; and provided further that the funds necessary
to discharge Maryland's obligation under said contract shall
not be expended prior to the year 1928.

Joint Resolution of the General Assembly of the State of
Maryland authorizing and directing the Governor to name a
Commission, to be known as the Vocational Training and
Rehabilitation Investigating Commission, to serve without
pay, to investigate and report in writing to the Governor
upon the condition of persons permanently disabled in in-
dustry or otherwise, except while in the service of the United
States of America, and to recommend measures for the re-
lief thereof through vocational and rehabilitation or other-
wise, if desirable.
WHEREAS, In modern industrialism accidents are inherent
in the nature of various enterprises, as has been recognized by
the State in the enactment of industrial accident compensation
laws; and
WHEREAS, There is reason to believe that after full com-
pensation shall have been allowed and paid under the provi-
