passed upon a yea and nay vote supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its passage.

CHAPTER 75.
AN ACT to repeal sections 342-A to 342-E, both inclusive, of
Article 22 of the Code of Public Local Laws of Maryland,
title, "Washington County'', sub-title "Roads", as enacted
by Chapter 617 of the Acts of 1912, and to re-enact the
same with amendments; also to add three additional sec-
tions to Article 22 of the Code of Public Local Laws of
Maryland, title ''Washington County", sub-title "Roads"
to follow section 342-E, to be known as sections 342-F, 342-G,
and 342-H, and to repeal all Acts or parts of Acts in so
far as the same are inconsistent with the provisions of this
Act.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 342-A to 342-E, both inclusive, of Article
22 of the Code of Public Local Laws of Maryland, title "Wash-
ington County" sub-title "Roads", as enacted by Chapter 617
of the Acts of 1912, be and the same are hereby repealed and
re-enacted with amendments so as to read as follows:
342-A. The County Commissioners of Washington County,
in addition to their other powers and duties under the law,
shall have charge and control over all the county roads, streets,
alleys, highways and bridges and all matters pertaining there-
to, in accordance with the provisions of this Act as in the suc-
ceeding sections hereof mentioned.
342-B. The said County Commissioners shall meet once each
week at the office of the County Commissioners of Washington
County and may hold such other meetings as the proper dis-
charge of their duties may require. They shall keep a journal
of proceedings in which shall be entered all of their proceedings
in detail, the correctness of the same to be attested each week
by the President and the Clerk of the said Board of County
Commissioners. They shall also keep books showing in detail
the expenditures of moneys from the General Road and Bridge
Fund and from the fund of each election District of the County
on account of the roads and bridges thereof and by which books
