the condition of the General Road and Bridge Fund and the
several district funds may be readily seen at any time, all
of which said books and records shall be open to the inspection
of any taxpayer of the County. Whenever the amount of
money levied and collected in any fiscal year, from any District,
shall be less than One Thousand Dollars ($1, 000) the County
Commissioners may, at their discretion, keep the account for
such District in the same account with the account of any ad-
joining or other District. They shall annually compile sta-
tistics relating to the public roads of Washington County and
cause the same to be printed or published in one or more of
the County newspapers. All maps, plans and statistics col-
lected and compiled under their directions shall be preserved
in their office and all contracts, agreements, grants and licen-
ses made or entered into by the County Commissioners shall be
recorded in books kept for that purpose, which shall always
be open to the inspection of the public; the original copies
of all reports to the County Commissioners and other papers
not recorded shall be preserved in the office. Copies of such
contracts, agreements, grants and licenses recorded as afore-
said and of the records of the proceedings of the said County
Commissioners, when duly certified by the Clerk and the Presi-
dent of the said County Commissioners shall be accepted as
evidence in all Courts of this State. Said County Commission-
ers shall make all necessary rules and regulations, which shall
have the force and effect as laws, governing the time and
method of paying for labor engaged on the county roads, the
making of the payroll by the Road Engineer, the books of ac-
counts to be kept by him and the said County Commissioners
may by their said rules and regulations require any person
employed by the said Road Engineer to give bond conditioned
upon the faithful discharge of their duties in such penalty as
may be prescribed therein, and the further power to alter,
repeal, modify and change said rules and regulations as they
may see fit. All books and accounts in the office of the Road
Engineer and in the office of the County Commissioners shall
be open to inspection by any taxpayer of the County. All
office expenses, cost of books, necessary filing devices and sta-
tionery shall be paid out of the General Road and Bridge Fund
as hereinafter provided.
342-C. The County Commissioners of Washington County
may, at their discretion, have sign posts placed at road cross-
ings or intersections designating the distance to the nearest
prominent point and may give suitable names to the County
