beginning at the State Road in Clearspring and continuing in a
Southeasterly direction over the most direct road to Williams-
port. Fourth, beginning at Williamsport and running in a
Southeasterly direction over the most direct road to Lappans on
the Sharpsburg Pike. Fifth, beginning at Mill Point and run-
ning in a Southeasterly direction to the State Road. Sixth, be-
ginning at the intersection of the County Road with the State
Road about one mile south of Boonsboro and running in a
Southerly direction over the most direct road to the North end
of the State Road leading to Rohrersville. Seventh, beginning
at the South end of the State Road in Rohrersville and running
in a Southerly direction over the most direct road to Weverton.
Eighth, beginning at Smithsburg and running by the most
feasible route to Pleasant Valley School and thence to the Fred-
erick County Line. Ninth, beginning at Leitersburg and run-
ning over the present road to Ringgold and thence to the Penn-
sylvania State Line near Midvale. Any balance of said loan
remaining after the reconstruction and resurfacing of the afore-
said roads shall be transferred to the credit of the General Road
and Bridge fund of the County and be used in the improvement
of County Roads in the same manner as other funds levied and
collected for the use of the said General Road and Bridge Fund.
The County Commissioners may have the work provided for by
this Act done by contract or they may authorize and direct the
Road Engineer of Washington County to proceed with the work
by direct employment of required labor and the purchase of the
necessary materials in accordance with the method provided by
law for such work, but all of the work provided for in this Act
shall be done in accordance with the plans and specifications and
under the supervision of the Washington County Road Engi-
neer, as provided by law for other County Road work.

SEC. 7. And be it further enacted, That the County Com-
missioners of Washington County be and they are hereby au-
thorized and directed to levy annually on the taxable property
of said County a sum of money sufficient to pay the interest on
said bonds and to redeem said bonds as they mature and become
payable, said taxes to be collected in like manner as other taxes
are collected, and when collected shall be applied to the pay-
ment of the interest on said bonds and to the redemption of said
bonds as they mature and become payable.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immediate
preservation of the public health and safety, and the same being
