est coupons attached, all as the said County Commissioners shall
determine.
SEC. 4. And be it further enacted, That in order to provide
for the selling of the said bonds as aforesaid, the County Com-
missioners of Washington County, are hereby directed to ad-
vertise twice a week for at least three successive weeks before
the said bonds or any part thereof shall be issued in at least one
newspaper printed in Hagerstown, Maryland, and at least one
newspaper printed in the City of Baltimore, asking for sealed
bids for said bonds, to the highest bidder or bidders and said
Commissioners shall have the right to reject any or all bids. If
any of said bonds so offered for sale are not bid for, or if any
insufficient price be offered for them, they may be subsequently
disposed of under the direction of the County Commissioners
at a private sale upon the best terms they can obtain for the
same; provided they shall not be sold at private sale for less
than par and accrued interest.
SEC. 5. And be it further enacted, That the County Com-
missioners of Washington County are hereby directed to levy
a sufficient sum for the payment of expense of engraving, print-
ing and other outlays connected with the issue of the loan hereby
authorized, and for the payment of the advertising directed by
this Act, and all other incidental expenses in connection with
said loan.
SEC. 6. And be it further enacted, That the actual cash pro-
ceeds of the sale of said bonds shall be paid over by the County
Commissioners to the County Tax Collector of Washington
County to be held by him in a separate and distinct fund and
to be paid out by him only upon the orders of the said County
Commissioners. any interest accruing on said fund from bank
balances or otherwise to be credited to said fund from time to
time. The said fund shall be used, expended and applied by the
County Commissioners, first for the grading, draining, relocat-
ing and rebuilding as may be necessary or advisable and the
surfacing with oil-bound macadam or other equally durable sur-
facing material, of the following roads, to-wit: First, beginning
at the intersection of Seminary Avenue with the State Road in
Hancock and continuing in a Northerly direction over Semi-
nary Avenue and the Baptist Church Road to the Pennsylvania
State Line. Second, beginning at the State Road near Millstone
and running in a Northerly direction over the road known as
"The Hollow Road" to the Pennsylvania State Line. Third,
