SEC. 3. And be it further enacted, That the County Commis-
sioners of Washington County are hereby authorized and direct-
ed to have prepared proper certificates of indebtedness of Wash-
ington County in good and sufficient form to aggregate the
amount of Three Hundred and Fifty Thousand ($350, 000) Dol-
lars as evidence of such loan; which bonds or certificates of
indebtedness shall bear date as of the time of their issue, as pro-
vided in Section 1 of this Act, and shall be issued in sums of
One Hundred ($100. ) Dollars or any multiple thereof. Each of
said certificates shall be signed by the President of the Board
of County Commissioners of said County, the corporate seal of
said county affixed thereon and countersigned by the Clerk of
said Board; and any portion or all of said bonds may be regis-
tered or not registered, and the said bonds or any portion there-
of shall have interest coupons attached or shall not have inter-
