SEC. 318. The County Commissioners shall, within sixty
days after the passage of this Act, appoint some competent per-
son as County Road Engineer of Anne Arundel County, who
shall hold office from the date of his appointment until removed
for cause as hereinafter provided, or until he voluntarily re-
linquishes the same, and who shall receive a salary not to exceed
thirty-six hundred dollars per year, payable monthly, and an
allowance for travelling and other expenses not to exceed five
hundred dollars. He shall be a graduate civil engineer, with
a degree from an institution of recognized standing, or shall
have had at least five years' practical experience in civil en-
gineering; and the County Commissioners shall make such ap-
pointment without reference to the political opinions of the per-
son so appointed.

SEC. 2. And be it further enacted, That all Acts or parts of
Acts inconsistent with the aforegoing provisions, or any of them.
and particularly Chapter 524 of the Acts of the General Assem-
bly of Maryland of 1922, be and the same are hereby repealed
to the extent of any such inconsistency.

CHAPTER 68.

AN ACT to repeal and re-enact with amendments Sections 6 and
9 of Chapter 430 of the Acts of 1920 entitled ''An Act to
provide for the building, improving, construction and recon-
struction of public roads in Talbot County, Maryland, and
to appoint a Commission to supervise and manage said im-
provement, construction and reconstruction of same and to
authorize and provide for the issuing of coupon bonds to de-
fray the costs and expenses thereof, the said Chapter being
a local law for Talbot County, so as to use the proceeds of
the bond issue provided for in said Chapter in paying Talbot
County's share of the cost of building Lateral Post and State
Aid Roads. "

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 6 and 9 of Chapter 430 of the Acts of 1920
entitled "An Act to provide for the building, improving, con-
struction and reconstruction of public roads in Talbot County,
Maryland, and to appoint a Commission to supervise and man-
age said improvement, construction and reconstruction of same
and to authorize and provide for the issuing of coupon bonds
