to defray the costs and expenses thereof be, and they are
hereby, repealed and re-enacted with amendments so as to read
as follows:
SEC. 6. And be it further enacted, That the cash proceeds
from the sale of said bonds issued under this Act shall be ap-
propriated and used for the purpose of paying Talbot County's
share of the cost of building Lateral Post and State Aid Roads
within the limits of Talbot County under the direction or super-
vision of the State Roads Commission, and for the purpose of
construction, reconstruction, improving, maintaining, laying
down or opening of such other roads and necessary bridges inci-
dent thereto in Talbot County as may be designated by the Com-
mission hereinafter named and for the acquiring of such rights
of way for such construction as may be necessary, and that the
proceeds of said bonds may be used independently or in con-
junction with any appropriation, appropriations or moneys
which may be received from any other source. The use of said
proceeds for the payment of the cost of building Lateral Post and
State Aid Roads, as herein provided, is hereby made mandatory
so long as any part of said funds shall remain in the hands of the
Commission, hereinafter named, unappropriated to or unneces-
sary for other road work in Talbot County laid out, determined
upon and approved by said Commission; and all payments or
appropriations from said proceeds heretofore made by said Com-
mission on account of such Lateral Post and State Aid Road
building costs are hereby made valid and effective.
SEC. 9. And be it further enacted, That a Commission of
five residents of Talbot County, Maryland, composed of J. Ram-
sey Speer, Robert R. Walker, J. Dukes Wooters, E. Ney Dod-
son and Dr. S. Kennedy Wilson, shall constitute "The Road
Improvement Commission for Talbot County" to serve without
pay, which Commission, except as to Lateral Post and State Aid
Roads built under the control or supervision of the State Roads
Commission, shall have full charge of the repairing, rebuilding,
construction and reconstruction of the said public roads of Talbot
County and of all work done under the authority of the pro-
visions of this Act, with full power and authority to advertise
for bids, purchase materials, let contracts, appoint such other
assistants as may be required and select and determine the
roads to be improved and the order and manner in which the
same shall be improved, built, rebuilt or constructed and to do
all other things which may be deemed necessary to properly
perform the duties for which they are hereby appointed; pro-
