sistent with the provisions of this Act for their own govern-
ment while in session. Any Councilman absent from three
consecutive meetings, without excuse, shall constitute a va-
cancy. All vacancies occurring in elective offices shall be filled
by the Mayor and Town Council by special election to be
called by the Mayor as soon as practicable after the occurrence,
of the vacancy. The Council shall have power to call a special
election to fill a vacancy in the office of Mayor. The Mayor
shall preside at the meeting of the Council and shall call meet-
ings from time to time as he may deem necessary, but in case
of his absence from any meeting, the Councilman present shall
elect one of their members to preside who shall for the time
being have all the authority of the Mayor.
SEC. 2. Be it enacted by the General Assembly of Maryland,
That Section 7 of the Public Local Laws of the State of Mary-
land, entitled an Act to incorporate the town of Brentwood as
enacted by the Acts of the General Assembly of 1922, Chap-
ter No. 153, specifying the manner of holding town elections,
be and the same is hereby repealed and re-enacted, with amend-
ments, so as to read as follows:
7. That there shall be appointed annually on or before
May 15th by the Mayor and Common Council a Board of
Election Commissioners, consisting of three judges, two of
whom shall be designated by the chairman of said Board to act
as registration officers, and shall perform such duties as are
hereinafter defined.
(a) The registration officers shall cause to be made a regis-
tration of the legal voters of said town, which registration
shall be essential to the right to vote at any election under this
charter. Such officers shall sit in public for two days, on
each day from one o'clock P. M. to eight o'clock P. M.. the
first sitting to be at least fifteen days prior to the town election
after at least one week's notice by publication in one or more
newspapers published in Prince George's County, and a proper
notice posted on or near the premises to be used for the sitting
of said registration officers, at which time and place of their
sitting all the qualified voters legally entitled to vote may reg-
ister; and the said officers, before entering upon their duties,
shall take an oath before some justice of the peace of Prince
George's County to permit every qualified voter, and none
other, to register; and each of said registration officers shall
have the power to do any and all things required by this Sec-
